Unfortunately those are phenomena of digital age.
I got the same email you referred here, besides many other emails like it, as business proposal in petroleum from the same name: Jusias Melo. I searched the name, it belongs to a writer. The scammer even sent me the copy of passport related to the real person.

I to have received this email & even applied for a certificate & received a certificate from ANPG . The scammer rang me a couple of times . This scam is very elaborate in the way it has certificates drawn up . emails from ANGP & even from the Elite Credit Union in the USA .
It seems the scammers have opened up websites to help the scam .
You are right. We have seen a few fake websites. There are hosting companies that legitimately provide instant website services complete with a pre-designed template. It takes minutes to set one up with a financial company feel.
A quick due diligence test would be checking when the website created the domain. https://lookup.icann.org/lookup If it was created in the last year or two, it should hoist up a warning flag.
