Bill Lawrence is a genuine lottery winner who publicly said he is going to donate his winnings (albeit to family) and thereby made himself an excellent persona for the scammer to impersonate.

So the poor victim receives an Email like the one we published above and maybe does an Internet search to see if it was genuine. They will find a newspaper article confirming the scam Emails story and are fooled.
