I don’t understand the scam. This clown never asked for money. However he did ask for a picture of my passport or drivers license
Asking for money straightaway will arouse suspicion so they will often go through a period of correspondence to build up trust first.
Second, asking for passport or driving licence is helping them to steal your identity. Once they have your ID, they can use it to do whatever they like. We have seen examples where the scammer has assumed a different name and sent a copy of a passport to “prove” it.
