Hello. My name is Robert. I have been approached by SPAM email concerning this almost exact message above. Everything the same, but the $6000. To me it was $4000. Everything seemed fine until I could not pick up the money through Money-gram. It was not in the system even with a reference number and senders’ name. since it had been sent to another state and not to Canada. they said a fee of $98.00 had to be paid for a P.T.F. License Certificate in order for me to receive money coming from Benin. I had contacted the Money-Gram office for validation of the reference number given. But, there was nothing in the system for pick up, still. Highly suggesting, through three contacts to the Money-gram office, that it may be a scam. I had responded to Mr. David Banks that a license was not required for these types of transactions, and in no way was I going to, nor obligated to pay any money to facilitate this. This was the only request for money since our communications had begun. I will still refuse to submit payment of any kind to them for money they wish to send me. I had inquired to find out about the World Bank in Cotonou,of Benin. A Cindy Raphael does exist, but, the telephone number given to me could not be of service to reach her. I don’t know how legitimate or fake this is, but I choose avoid it all together, until they can deliver a certified cheque to me via courier. Maybe….
