VPSB is pleased to invite your company to bid/submit quotation(s) for
the item(s) as specified in the attached form for the relevant license
category. Submission of quotation(s) shall be strictly in accordance
to the instructions below:
INSTRUCTIONS TO BIDDERS:
* Due to current situation on Endemic and SOP set out by Malaysian
Government, all bid submissions are to be submitted via secured Tender
Secretariat email.
· Bidder shall submit in two (2) separate emails
for Technical Proposal [unpriced] and Commercial Proposal [priced]
together with the editable format. Please be informed the supporting
documents of Exhibit 2: SOW will be sent separately due to email size
limitation.
· Bidder shall ensure ALL DOCUMENTS ARE PASSWORD
ENCRYPTED . The password shall be shared in the response email. Files
can be submitted using format zip, PDF (Technical & Commercial
proposal) AND Microsoft Office Excel (Commercial Proposal only).
Should there any discrepancy, the PDF file shall prevail. The max.
size of attachment file for each email is 20MB.
· Bidder are advised to use different password for
Technical Proposal [unpriced] and Commercial Proposal [priced].
· Bidder are advice to submit the proposal via
email marked “CONFIDENTIAL” on the subject of email for Technical
Proposal [unpriced] and Commercial Proposal [priced] respectively
addressed to [email protected]
* All communications/ correspondence with regard to ITB preparation
/ clarification and submission of ITB shall be made to the following
address:

* Bidder’s quotation must reach the above address STRICTLY ON OR
BEFORE :
* The complete TECHNICAL/COMMERCIAL PROPOSAL shall be received by
COMPANY no later than 12PM ON THURSDAY, 1STTH SEPTEMBER 2022 , to
email [email protected]. LATE BIDS WILL NOT
BE ENTERTAINED. No extension on the Bid Closing date will be
entertained.
* VPSB requires all bids to be valid NINETY (90) DAYS from the
closing date. Bidder can assume that it has not been successful if no
notification is received within the bid validity period.
* Deviation from enquiry specification is strongly discouraged.
However, proposals for alternative or equivalent offer must be
guaranteed conforming to the required specification and the relevant
technical information such as catalogue/brochure must be submitted
together with your information (if deemed applicable).
* Any services required by VPSB resulting from this enquiry shall be
made in accordance with VPSB’s Terms and Conditions and Enquiry
Document as follows:

OBSERVE THE FOLLOWING:
* BIDDER’S QUOTATIONS SHALL REFLECT FULL COMPLIANCE TO ALL VPSB’S
TERMS AND CONDITIONS. ALTERNATIVELY, BIDDER ARE TO SUBMIT THE ITEMIZE
COST IMPACT (IN THE COMMERCIAL PROPOSAL) TO COMPLY WITH ALL THE TERMS
AND CONDITIONS.
* All costs involved in the preparation of this enquiry/tender shall
be borne by bidder.
* Bidder is to acknowledge the bid receipt and must indicate to
